Stold my ISP, Never heard of this ISP, They signed me up for thier service without my knowledge

I receive my phone bill via email to save trees. I rarley ever check it, however, I have now learned a very valueable and costley lesson about that! I viewed my bill today to discover that I have been charged since July 2nd for a new ISP which I have never heard of or signed up for. The charge for this service is $14.95 per month. As I continued to read my bill I discovered I had unknowingly signed up for a voice mail service on July 10th from what appears to be the same company under a different name. The charge for this service is $8.23 per month. I continued reading and could not believe my eyes when I discovered I had unknowingly signed up for yet another service which appears to be from the same company with yet another different name. This service was billed from June 25th at the cost of $7.95 per month. This one is some kind of service that will contact all of your family members at one time provided you give them all of your family members personal information so they know how to reach them! I never heard of such a thing. Who would be so stupid as to give out that kind if information?!!! The total cost for these services with tax is $ 33.47.
I don't understand why the phone company would allow such charges to be added to someones phone bill without confirming them. The thing that should have really made the phone company know something was not legitament is that I have phone service with AT&T and they were also my ISP!
