I was ripped off, the offer was for 1.98, i was charged 1.98 and 69.95

I was searching online for grant opportunities. The grant university looked great, I was wrong. I thought I was purchasing a cd for 1.98 turns our that I purchased the opportunity to pay these guys for nothing. Not only did I not get the cd, I was charged 69.95. If I had 69.95 to throw away I probably wouldn't need to be looking for a grant.
