Failure to complete order threats and harassing me

I was quoted 48 hours for a custom made template for a new website I was making. After not hearing anything for 5 days I emailed him. Nothing - I got no reply. I then emailed him 2 days later. Nothing. I figured he was a scam and opened a paypal claim. Suddenly this psycho is emailing and threathening me! The same person who didn't reply to my emails, and couldnt email me to let me know it would take longer than 48 hours is emailing me non-stop.

He then started a website, he used my real name and email address on this website. He continues to email me also. Very unproffessional.
