Purchased an ebook, never received a download link

Purchased an ebook, never received a download link, sent copy of my Paypal receipt to Paypal showing proof of purchase, but could not get their forms to accept a Ctrl/c purchase transaction number.

What is happening here are they working together? I wanted ask for a refund, since, I never received the product. Paypal debited my account the very next day. You are my last resort.
