I am a victim of fraud. Someone used my CC to open an account which wasn't authorized

While looking over my credit card account I noticed a charge for Netzero.

I immediately closed my CC account and called Netzero.
After speaking with various foreign agents, they couldn't offer me any help, except to send an email to their abuse support line.

I am outraged.
