Holding my funds, because I refuse to give them SS# and a copy of photo ID San Jose California

I was selling items on ebay using paypal to collect my money, and to pay for items I was buying. On Feb24 one of my buyers filed a dispute wanting money returned. I had sold this item on Feb18. The reason for the refund was buyer had not recieved item. I could not get an item to Canada from Kentucky in such a short time. The money from locked up in my account pending an invesagation.

My ebay sellers account was terminated. I recieved an email from ebay stating they would send the reason for ending my sellers prilivages, but it never arrived. After several days the buyer was returned their money, but pal pal refuses to allow me to close my account, and withdraw my remaing funds. If I send a photo ID and my social security number They say there will be an invetigation, and maybe I can collect my money. If I don't comply I lose my money.
