Deducted $31.98 from my account without my consent for ID Theft Protection Phoenix Internet

On 3/6/08 I went online to check my checking account statement and found that there was a charge for $31.98 deducted on 3/3/08 and the company was listed as www.IDthecs.com and a phone number under the description.
I then went to the webiste to cancel this and did as instructed. On 3/7/08 the charge was not reversed and I called the 866 number and spoke to a woman named Lisa.
I told her I did not sign up for this program nor did I authorized the deduction. She asked if I went online to cancel and I said yes. She then told me that it was canceled and the funds would be back in my account today.
It is 3/8/08 and I checked my account and the charges were not reversed and when I went online to the site, it was shut down because of "abuse of domain name".
