Double billed credit card for online purchase took 3 weeks to receive partial credit Internet

On 8/30 was comparing CD burners online. I filled out shopping cart to review shipping charges that were not apparent on the site. I closed the browser, reviewed other companies, and returned to USSA.com to purchase the burner. I receive a SINGLE order confirmation for the purchase of ONE burner.

On 09/03, my credit card was billed 2 seperate transactions for the single burner purchased. I immediately called the number listed on their website (not a toll free number). I was told a credit would be issued. A week passed and nothing...

Another call and an email to sales@ussa.com (per website instruction) still nothing, I contacted the company through the complaint department at Pricewatch.com.

Today 9/21, I received my credit-less $8.00. This was NEVER a refund situation, this is blatant credit card fraud! See correspondence below.

Your time surely fly fast. How you calculate for a week (your last e-mail was 9/13/02)? It's not double charges but double orders. Our refund policy state that the refund would take around 4 weeks. Your orders daed
08/30/02. You have already made so many complains. You placed 2 orders by mistake. We try to work w / you. You are just too demanding. We would credit your account by 09/20/02.

It's been another week and nothing still. I've called again twice, emailed again, and called again today @ 6:30 central. Once again here is the order information.

Double billed my credit card. First contact with salesperson said credit to my account was issued that was 9/3/02. Since then, I have left messages and several emails-no response. No credit. Rip off???
