Ripoff EBAY SCAM Wonder if E-Bay knows?

I thought I was getting a book on how to sell on E-Bay but never got the book and since December my checking account has been debited $70./month. I cancelled the service early February and was told they would credit my account.in March I was told they can't credit because a problem with their service (yeah right!) but would send a check. Have called several times (there is always a LOOOOOOOOOOOOOONG wait for someone to answer) and now they say it will be a few more weeks. They are such the scam!!! Have written to them as well as to cibercrime unit of FTC and State attorney general's office.
