Four hundred dollars on one charge?

What is up with this stuff. How do they do this. I had $400.00 dollars charged to may account. This just isn't right. I talked to the credit card company and they are sending me a dispute but it will take up to 60-90 days to find out what happened. How do we find these people and throw them in jail.
