Rebate Now Service Deceptive rebate ripoff

Onrebate.com approved my rebate and sent me the following confirmation:

"OnRebate.com pleased to inform you that your rebate has been processed on 12/13. You should receive payment into your PayPal account by 12/18. Please contact us if you have any additional questions."

The payment was not received so I contacted Onrebate.com to ask why I was being charged for their "Rebate Now" service (3-5 days after processing guaranteed) when the service was in fact not rendered.

I was told they were having problems with paypal and that I would receive the full amount in 7 to 10 more days, to be deposited into... Paypal!

When asked why they were using paypal if they were having trouble with paypal, Onrebate could not provide an answer.

OnRebate.com did not provide the initial service that they guarantee, put further unnecessary delay upon that service, and did not provided any satisfactory reasons for their failures.

I am entirely convinced that Onrebate.com service is deceptive at best and fraudulent at worst.
