Ripoff foreign company fraudulently charged my credit card

I own an online business. I found a new vendor to purchase my products. The first shipment I purchased was great! The 2nd time I ordered, I was told I would receive the items in 2 business days. It took 10 business days to receive my item.
The day before I finally received them I told the company I wanted a refund and if I ever did receive them I would send them back immediately. They claim to have refunded my monies, but I have a Paypal card and any and all transcations show up immediately!
The day I received my stones I still had not received my refund, yet they charged my account again for the items, even though I specifically told them I would be returning them.
They refuse to return my emails! I have call them long distance to get any one to help me. Then they do not understand ENGLISH what-so-ever! So I have paid over $100 for $50 worth of product in which I was intending on returning. Now I am stuck with these products and am scared to return them as it may take weeks or months to get a refund!
Do not use this company! They will lie to you and tell you what you want to hear just to get your business!!
