Seller loses after buyer stops funds on delivered eBay item

I sold an item on eBay and delivered it. Then the buyer put a stop on the funds. PayPal sided with the buyer and gave him a refund. When I called PayPal about this, they told me to call the police, and the police told me to call PayPal. So PayPal aided in stealing from me.
