Ripoff Leaves me under the delusion that a $474.99 payment will be paid out of my Paypal account

I received an e-mail from PayPal verifying that someone named Bill Chang made a purchase for a Nokia 8800 Cell Phone. I immediatly checked my paypal account and no money has been taken out. How do I stop this creep? And can they get into my paypal account and steal money?
