Bill Chang ripoff paypal nokia bogus charge

I got the following message today from service@paypal.com and when i try to dispute transaction using the handy button enclosed in the email. It says "not found."

This email confirms that you have paid LWPELECTRONICS (sales@lwpelectronics.com) $774.99 USD using PayPal.

This credit card transaction will appear on your bill as "PAYPAL LWPELECTRONICS*".
