Ripoff took personal information off web site and used it even though I didn't give them permission

Usa credit obtained personal information from web site. Told me that I had given it to them. I never heard of these people and certainly didn't give them my private and personal information. They took $19.95 out of my bank account and said that I gave them permission. I did not! Before the transaction took place I had been receiving a lot of same out of state calls which i never took. Was that giving them verbal authority to commit fraud?
