Ripoff insecure, outsourced, poor payment system, illegal software

Got an unexpected charge on my credit card from the Hotlink marketplace for my company. (www.hotlink.com)
When looking into the matter I was told that they have no means to track mysterious payments. They did refund the $ to my credit card though. Another employee told me they get odd charges and other odd orders with the web site a number of times a month and do not know why.
Continued to investigate and found out that the company rents space in a building owned by a balloon distributor.

All computer-related mangement of hotlink.com is completely outsourced to a third-party/parties. This is bad as my company is a financial institution and our vendors are required not to outsource any of our hosted environment, and to use permanent employees to manage the system. It was even in the contract that Hotlink signed, and my management is in the process of running this down.

When trying to find info on who/where the Hotlink marketplace is managed from I was told that most of the software used for the marketplace was not legitimate and that the web site goes down a few times a month. Someone at hotlink told me that the web site computers are stored at a proper hosting company though.
From talking with other employees at my company, there are many credit card adjustments being made monthly, and we are only one of the companies using the marketplace. The Hotlink website lists at least 5 other companies.
Do not use a credit card with the Hotlink marketplace.
