Ripoff payed 27 dollars for software that i didnt get Online

Was browsing for online business oppurtunities when i came upon a site that offered audit job software where you collect refunds for ups and fedex for late deliverys Thought it sounded good so i payed 27 dollars out of pay pal and did not get the proper software. If this has happened to any one else why did this person not get stopped or in trouble. And if you have had this same complaint before you give me one good reason why it happened again??? / im pissed this is bulls*.
