Paid $400 to a PTR Website, Only $75 Recovered

I paid a PTR website 400 dollars via PayPal to become a member of the website. I paid this much because the website said they would pay you in 24 hours.

But I didn't receive what I had paid for, so I put a buyer complaint into PayPal, but the only amount that they could get back was a meager 75 dollars. I rang PayPal asking why they hadn't got all the money back. All they said was that it was illegal for them to take money out of their bank account. I tried to explain to PayPal that what the website had done was illegal, but PayPal didn't care.

Also, as I paid through PayPal and to a PTR website with my credit card, they will not do a chargeback to the website, and PayPal will not cover it either.

In insurance as it is a PTR website this is unfair. I want some justice, as I do not want to pay for something I didn't get. Please help me get my money back.
