ANZ Bank Ripped of by fraud pay pal or bank wont pay me back money lost

I paid a PTR website 400 dollars via paypal to become a member of the website I paid this much as they said that they said in the website that they would pay you in 24 hours

But I didnt recive what I have paid for so I put a buyer complaint into paypal but the only amount that they could get back was a meger 75 dollars I rang pay pal asking why they hadnt got all the money back all they said was that it was illegal for them to take money of there bank account But I tried to explain to pay pal that what the website had done was illegal but pay pal didnt care

Also as I have paid through pay pal and a PTR website with my my credit card and they will not do a charge back to the website also pay pal will not cover it

In insurance as it is a PTR website this is unfair as I want some justice as I do not want to pay for something I didnt get please help me get my money back
