Ripped me off and refused to correct the situation Ripoff

I ordered a men's size 13 air force one of the internet site Hiphopvalley.com. They sent me the shoe but it did not fit my feet. It is not a 13 in mens I know so I guess it's a 13 in womens. I emailed them letting them know about my problem. There policy is to refund any shoe that is sent wrong in 7 days but I after emailing them the same day I recieved the shoes. They took their time by emailing me back. They refuse to give me my money back or a exchange. I don't know if its because of the policy I stated above or some other reason they are not cooperating but either way I think I deserve a refund because the wrong merchandise was sent to me. I feel I have been cheated because I am a teen that started to work to save up for these shoes and my money was taken away. The shoes are in mint condition and have never been worn. Please help me with this situation.
