Pirated Movies and Undelivered Items With No Dispute Response

I have been ripped of by sellers on ebay multiple times and am canceling my account. Movies bought are illegal pirated copies most of the time, and 4 out of the last 7 items were not even received, but were charged for.
Complaints lodged through the dispute center yield nothing. Not even a response.
Sellers frequently have multiple negative feedbacks (member "sherriw325" who has 6 negative feedbacks in the last 6 months, 5 of which are for charging for items, but not shipping them).
Ebay will not respond to complaints or help resolve. Why do they allow a seller who is obviously a thief use their service?!?!
