Ripoff, Paid for over $100 worth of items and never recieved them or a refund

I purchased items from their website Preciouspuppies.net using my credit card and I never recieved items, even after 4 months. I contacted the owner through e-mail and telephone and I never was refunded nor were the items ever sent.
