Ripped me off, never recieved any goods that was paid for Singapore

This ripper has a very nice and well organised web site selling dvd movies with 1000's of titles alvailable, i ordered and made a payment even got one reply to an email i sent (yeah before the money had cleared in his account). Then nothing no dvd's no more emails, i didn't lose much money but i hope this stops others losing their money. Can the credit card companies not block these rippers once they've been reported? This is how it appeared on my cc bill
