Ripoff, never sent order, won't process refund, have been getting runaround for four months

Ordered ink cartridges from company back in Oct. Never received them. Requested the status of shipment and was told they would reship. Still no delivery. I then requested a refund and was sent a form to complete and send back. Faxed form in twice and they still have not completed the refund. Asked about the status and I am back to the start. They again sent a form to me to reship the order or request a refund. They apparently have no intention of shipping the order or processing a refund.
