Rip Off Company! Should Report FBI To Catch Them! Ripoff

My case is same with others, one day I found there is $16 monthly charged by USBI from my SBC bill, it's been charged for 5 months. We didn't have any service from them, we stop it, they said we need to call back to get credit at most 4 month, in 90 days, when we call back, as we thought, they said, they don't have our record any more, need to put us on investigation.
It happened since last March, we called back about Nov, untill now, they still out there cheating people! FBI needs to start doing something! USBI is disgusting!!
