Ripoff stolen debit card used and ebay refuses to acknowledge sent collector after me California

I had my identity stolen and my debit card used all over the internet. I imeadiatley filed a police report and notified the companies involved. Ebay refused to acknowledge in any way. Visa refunded my money now ebay sent a collection agency after me, the victim! I have chated with there help line and got nowhere they won't let you phone them and they answer my emails with my account is fine. And it is. It is just the asshole who stole my identity his account is in collection under my name. I am reporting the collection agency NCO Financial to the FTC along with EBAYthe giant who cares not about the customer!
