Debit Card Fraud Victim Pursued by Collection Agency

I had my identity stolen and my debit card used all over the internet. I immediately filed a police report and notified the companies involved. Ebay refused to acknowledge in any way. Visa refunded my money now ebay sent a collection agency after me, the victim! I have chatted with there help line and got nowhere they won't let you phone them and they answer my emails with my account is fine. And it is. It is just the asshole who stole my identity his account is in collection under my name. I am reporting the collection agency NCO Financial to the FTC along with Ebay the giant who cares not about the customer!
