Ripoff, promised to process check 2-3 weeks, but never did. Several e-mail sent, run-around replies

This is a fulfillment center for SOYO USA. I'm supposed to receive $10 REBATE after purchasing their motherboard SY-KT600 Plus V. 1.0. I submitted all the requirements for the said rebate last JUNE 28 and now it's already closed to the end of the year (December 20) and yet, they would not send my rebate. I e-mailed them several times and when they respond—they give various reasons e.G. Something went wrong with their system, processing check within 2-3 weeks, thank you for your patience—your check is being processed, your Rebate submission is approved, etc. Just run-around treatment till you get tired of waiting and so they could get away with it. This company practices Fraudulent Business activity by luring the consumers of FAKE REBATES to make more money. Even if I forwarned them that I would report them to the BBB, Consumer Affairs, and the Attorney General, but they would not take heed of my warning. Beware!
