Pharmacy inconsistency-poor customer service

My toy poodle is diabetic and takes Humulin-N insulin prescribed by her vet. I was down to my last toy poodle size syringe (short-5/16"-3/10cc) on 10/2 and asked my husband to stop at Targets and pick up 2 pks of 10 syringes (a 10 day supply) which I get every 10 days at the Target pharmacy in St. Johns Town Center (Jacksonville, FL). I also buy the insulin there every 8 weeks. He went to another Target pharmacy instead on Southside Blvd and only came home with a 5 day supply (1 package) as he said the pharmacist told him that that that was all he could buy without bringing the insulin in to prove he had it as they found syringes all over their parking lot. I thought this was stupid as I can buy any amount of syringes I want at the Target I normally go to or any other pharmacy. I called and spoke with the pharmacy mgr of Southside Blvd store the following day-her name was Sheena-and she said we could not have more than 1 pk without bringing the insulin in. I told her that as a pharmacist she had to know that insulin could not be shaken as it would destroy it and had to be refrigerated so it would not be practical for my husband to carry if around in his pocket in delicate glass vial. She indicated too bad and acted like I was out of line asking why her store would only allow you to buy a 5 day supply and I could buy 100 syringes if I liked in other Targets. I told her that she wasn't going to stop drug addiction by selling a 5 day supply and refusing to sell 10day supply but she indicated that she could do what she pleased. So there are plenty of other pharmacies and the pharmacist at my regular Target store Mike is wonderful -just think this is a bad inconsistency and stupid to boot. Is there no uniform policies at Target pharmacies? Thumbs down from me-Target, is there any life at corp. That controls local managers?
