Unprofessional conduct and breach of a verbal agreement to pay restitution for negligent facial scarring damage

Beautiful Faces owner breached a verbal agreement to provide restitution / compensation for negligent facial scarring she caused several years ago. I contacted her by phone, by letter and in person after the Medical Chemical peel treatment she applied.in addition to the complaint I submitted with the Barbering and Cosmetology Board, I submitted a complaint to the BBB.

She agreed several times to pay for medical bills and to date she has not offered or provided any compensation. But she was able to move and open up a new practice. I trusted and believed she would act according to THE BUSINESS AND PROFESSIONS CODE, and The Barbering and Cosmetology Act so I did not proceed with a criminal or civil lawsuit.

Helenas negligence resulted in, unprofessional conduct, failure to comply with generally accepted standards for the practice of barbering, cosmetology, and her license as an Esthetician to perform Skin Peels safely causing permanent scarring and continued cosmetic and plastic repairs.
