NO call back on unfinished work

My partner required some work completed so he selected Grin Miracle in Lewisville, Texas within our neighborhood. It was on 03/25. They advised him they'd contact him back for him to return to complete the job on the top alternative. After spending upfront, it's today 05/31 plus they haven't gotten touching him. He's named many times and all he gets is "we shall contact you back". Our problem is the fact that he's compensated entirely, and also the work is half-done.
