Poor customer service and management

I was suppose to be given a complimentry manacure after a terrible experience at the Nail Bar Chicago on N Broadway St. The owner Theodora K. Told me to personally call back and/or email to be honored the complimentry service. She took my name and contact information down. When I contacted her four days later she remembered the incident and also how she offered me the complimentry manicure. She then told me she changed her mind, I was shocked as I thought this was a nice gesture of cutomer service on her part at first and after I spent so much money for the three different services at the time of the terrible experience. This place is a rip off, and the professionalism and customer service is the pitts. What kind of owner retracts their offer? Especially after the worst experience I have ever had in a nail salon.
