I was charged an extra $36.87,52% on delivery to myself in the UK

I ordered herbal tablets online, and an amount of $69.97 was charged to my credit card, including shipping charges. When the package was delivered I was told by the carrier, UPS, that I would have to pay a further $36.87 (20.97) before they could leave the parcel, or I could return the parcel. Returning the parcel was not an option, as I had already paid for it. Everest Nutrition should make it clear that these charges will apply to UK customers, as they make no mention of it on there ordering website. This is a complete rip off, and my emails of complaints have gone unanswered.
