Misrepresented their product as insurance and failed to refund money as promised

I answered a fax advertisement for affordable health insurance. I was told by the "agent" when I enrolled that I could cancel for any reason and receive a refund for my first month "premium". When I received my enrollment package, I discovered that it was not the product that I was led to believe. I contacted National Alliance of Associations with my cancellation request. They sent a letter of acknowledbing that they received the request and that my refund would be sent within 20 business days. That time has passed, I received no refund and now the company is not reachable. Calls to their number leave you in a perpetual hold for next available station. A call to the operator gets you sent to the same endless hold. When you ask the operator for a supervisor, you are transferd to a voice mail box of an unidentifed person who, acording to the recorded greeting has not been in the office since early November. An email request submitted on the company web site resulted in a relpy from a Mindy who indicated that she would "look into" my refund and directed me to contact the unreachable or non-existant customer service department. An attempt to contact Mindy by email resulted in a message stating that the email address was no longer in use and gave a new address which was bogus.
I reported this to the Florida Office of Insurance Regulation, who stated that the company is under investigation, however they are limited as to what they can do because National Alliance of Associations is not licensed to sell insurance in the State.
This all sounds like fraud to me. It should be considered criminal to some agency somewhere.
