Never completed my order anf they have refused to refund my money

On 12/02 I order two cells phone one for $ 99 and and the second for $ 134. Shipping was freee (7 day ground). After numerous phone calls they shipped my my order on the 12/19. To my suprise I only received the $99 phone. I have never received the second phone. I have called them numerous times, exchanged emails promising that they woould refund my money. Todate they have not. When i call them now they put me on hold indefinetly. They have now blocked my phone number.
