Internet Data Usage Continues After Closing Browser Windows

I often like many others use my cell phone to surf the internet. Most would expect, myself included, that once you shut off the internet your phone will resort back to just being an average cell phone. What I have noticed is that often times once I have shut down the internet windows, the arrows on the top of my phone which indicate that you are using internet airtime minutes never go away and when I don't notice it uses up airtime and data. Who knows how much this has cost me in usage charges over my several 2 year contracts with Verizon. I believe that this issue multiplied by the millions of Verizon Wireless customers is worthy of a class action lawsuit.
