Pay Pal handles transactions outside of ebay... Lets merchants rip customers off and does nothing about it

I purchased electronic kits to complete a contract project. The merchant uses Pay Pal for online transactions. The merchant did not fill the order correctly, and after 4 months of endless unanswered emails and phone calls to remedy the situation with the merchant, I began the process of dispute claims with Pay Pal, my debit card company and the BBB. After two weeks of collecting all the saved data and documentation, Pay Pal says..."well this was not a transaction through ebay and our buyer protection only applies to ebay purchases".

Well why does Pay Pal even allow outside transactions from ebay to begin with if Pay Pal is not going to protect those transactions, yet be so willing to be the middle money handling man to these merchants and lets them easily and even encouraged to rip people off using Pay Pal as a "buffer safety zone" to get away with ripping customer off.

What a nice arrangement for both Pay Pal and merchants who are there to just take your money and run... And why not... They got big companies that handle transactions like Pay Pal to hide behind and wont have to worry.

I consider Pay Pal to be just as responsible and as guilty for allowing such a demented policy of no protection for buyers making purchases with merchants outside of ebay. And purposely not have any policy for non-ebay transactions.

If Pay Pal is only going to protect ebay customers. Then Pay Pal SHOULD NOT allow merchants who are not conducting business within ebay to use Pay Pal at all.

The way I see it... Pay Pal is merely doing what all these corrupt politicians and bankers have done... Ripped off trillions from the public with a smile and 3 piece suit behind podiums convincing everyone its your fault.

Fair warning to anyone using Pay Pal... Dont!
