Wanted Paid on Delivery but really wanted wire transfrer of money

I was trying to buy a phone off this website and they were advertising very good prices so I was skeptical at first. They were corresponding very well over email but would not pick up any phone calls. However when I wanted to make the jump and pay, they would only allow Western Union/Money Gram. Even the website does not allow you to "check out." It says to email upon purchasing, where they will prompt you to send them a wire transfer. So all in all I did not end up purchasing anything, but I wanted to prevent anyone else from losing money over this as well.

The DNS has only been purchased for a year, and it was less than a month ago since they started. Their address is listed in New Mexico, however the phone number listed is for one in the Washington state area.

I think it's very suspicious and has SCAM written all over it.
