This company has not come through with their promise

The website states they will have you up and running in 20 days. It's been 4 months now and the only thing I have received from them is the training modules which I now have realized can be easily obtained from the web for free. They now are asking for another $69.00 to expedite their service (does that mean I have to wait another 3 months before getting anything else from them if I don't pay)?

I would call this false advertising at best. But in my opinion this is a scam.
