E-bay onlinesales rip off

I ordered a cell phone from e-bay the company is the irish trading company I spoke with a Shannon who on the 13-th of Jan took my money from paypal and said she sent me a phone it would be to me within 2-3days. I waited a week and tryed to call the number they suppied was a non working number 913-794-4688 I emailed the company told them it was a non working number and I haven't recieved my phone Shannon told me it was send out but she would next day me another, and if I were to recieve the first one just send it back. Well i did recieve the second phone. It was a non working one. I E-MAILED HER RIGHT AWAY AND IN A FEW DAYS SHE ANSWERED ME TELLING ME THE PHONES WERE BACK ORDER AND SHE HAD THEM IN STOCK AND WAS SENDING IT OUT RIGHT AWAY THAT WAS 1-28-09 So from the start this was all a lie she never sent the first one and the one I did get was used and not working I have not recieved a phone yet or an answer to my email telling her I needed an answer or I was reporting this I have paid 135.00 dollars for nothing but lies and emails I don't want this to happen to anyone else. This company had a good rateing through ebay but this person Shannon has dropped the ball at my expense.
