Rebate promotion card expired before it ever arrived

We purchased an ATT cellular phone on December 18. I immediately sent in the rebate form and was supposed to receive a $50.00 promotion card. I never received the card. ATT stated they sent the card but it has now expired so there is nothing they can do.
