Commode does not empty at times when you flush!

Bought a Kohler bathroom and destroy this past year. The bathroom is E-4609-AA, 1.6 GPL. Right from the start every roughly fourteen days to some month, whenever we flushed, the commode wouldn't clear. We've had plumbers out numerous occasions plus they changed all of the flushing systems and rotor sent anything. Once the commode backs-up, anything else pipes. The final two plumbers explained the issue was within the device itself. The final one had 25 years expertise and mentioned he has observed this kind issue with a few kohler toilets before.
