Ripoff dishonest fraudulent billing to my cell phone

Some how this company has wrongfully charged my cell phone 9.99 for something I never subscribe to. I contacted my mobile customer service and they provided me the phone number and website. On this website my mobile customer service and myself put in the code number this company provide for you to unsubscribe. Each time we do this the message come back saying not signed up.
My thing is if I was not signed up in the first place then why are they charging my cell phone 9.99 a month. Everytime you call the number they provide you it always give you a message saying "we are experiencing heavy volume of calls please leave a message." When I leave a message no one return calls. Nor do you get a response thru their website.
