Ripoff promised SIM card over a month ago, have gotten every excuse in the book but still no SIM card

Like to know where my SIM card is for my Motorola roller V170, have been given every excuse in the world, wrong address, hurricane, you name it. Also have a difficult time communicating with the people in India that TracFone has hired.
I have had a very difficult time getting them to understand the letter U, and the the number 3, keep asking me if I said 2. Also can not get a phone number to speak to somebody in the United States for help. Have been with them a number years now, but this does not seem to make a difference.
