Ebay ripoff took money and didn't deliver product

Mr. Ortega sold a computer monitor to me in Jan. I sent him a us postal service money order for 60.00. He emailed and informed me that he was shipping the monitor soon. After several weeks and emails, Mr. Ortega stated that he made a mistake figuring the shipping.instead of 15.00 it would be 50.00!

He stated that he would send me the money back if that's what I wanted. I immediatly informed him that I did want my money back. I have since emailed him three times and have not been sent my money or the computer monitor.

I see he continuse to buy things on ebay. So he is using money and refusing to send mine back. He has obviously used ebay as a way to supplement his income.

I filed a report with ebay and they say because it was a money order there is nothing they can do.
