Bill Rip-off! Charged $30 for a phone call to a United Kingdom number from a phone that doesn't exist!

I received a bill from this company, today, for $30. It was supposedly for a long distance call to a number in the UK. The number they list I made the call from has not been in service for over 4 years, but the call was supposedly made on 9/13/04!

From what I've been reading, this company charges for numbers called from your PC... Well, I don't even have a modem in my PC or a phone line going to any of my PC hardware! I'd sure like to know how this call was made from a nonexistent phone line. I'll be writing this company to state I will not be paying this fradulent bill.
