Suspicious mailings

I received a flimsy card stock, bulk mail postal card (no envelope), notifying me that my 'Protection Plus' charge of $49.95 would be billed to the "credit card you designated", unless I called their 800 number to cancel. Because I never signed up for this 'Protection Plus', this is just an interesting reverse telemarketing scheme. Since I am on the 'official Do-Not-Call' list, they avoid calling me to give a sales pitch, but by saying I have to call them to decline the offer, they think they will get their chance to pressure sell. And the reason they targeted me at my address must be their 'non affiliation' with CitiGroup, the issuer of one of my credit cards.
