Ripoff fraudulent billing practices

In April of 1999, I Paid Off my Credit Card and Closed my account. However, Capital One Bank started billing me for a past due fees and finance charges.

In July of 1999, I contacted them and explained again that this was paid off in April of 1999 and there shouldn't be any other fees on my account. They agreed and credit my account with the appropriate adjustments to zero out and close my account. However, the same day Capital One Bank made the adjustments they had also added another past due fee and finance charges to my account, which started the fraudulent charges all over again. Capital One Bank, that my request to close my account was recieved, but won't be closed until I have a zero balance. I have this above mentioned statement for verification.

I have tried repeatly ever since to get this taken care of.in fact, I had credit collectors calling, who agreed that I didn't owe the money either and would inform Capital One Bank. The credit collectors never called me or sent any other letters to collect this account, because they knew that it was in error.

Know this Capital One Bank credit card shows up on my credit history as a Profit & Loss Writeoff and Charged Off As Bad Debt. How do I ever take care of this? This has been affecting my credit for over 5 years and I am really sick of it and want to do something about it, but not sure what I can do? Can I ever repair my credit, when someone fradulantly and negatively has an impact like this?
