Severe health code violations at springfield/philadelphia schools

I am a veteran of Springfield High School in Springfield, Pennsylvania. Let's keep it simple, this is really an "urban" school on the edge of Philadelphia. Nevertheless, Springfield is a suburb and the hazards at this school are an insult to the town's good name. Not all area school districts are coterminous with their town. As a citizen of my community, I keep up with local school affairs. Our taxes are ridiculously high, including school taxes, even for those of us who don't have kids. On different visits to this school over two years, I have observed several dangerous and unsanitary conditions. Last winter while dropping off a gift, I had to wander much of the premises. The floors were very wet and slick. The staircases were no exception. Even at a slow pace, I began to slip and fall more than once. A teacher once brought to my attention that the school's floors are never cleaned except at the beginning and end of the year. The filthy lint and dust which coats many floors seems to conclude this as well. Another time, there was, no kidding, a trail of BLOOD down a hallway. God knows why. One time while working a summer program, I went to use the gym restroom. The toilet was clogged with human waste and let's leave it at that. Again, this was the summer. Who knows how long that had been sitting?! Not to mention at the only entrance to this gym, a frayed electrical cord was dangling over my head. I think I can reasonably infer that this is a familiar sight to most of the staff and student body as well.
What just bugs me is the neglect and apathy exhibited by the scum at all levels of government here. Those who make decisions for our cities and our schools think many of us in communities such as Springfield are low class and not worth a dime.
