Refund guaranteed - not paid

Mr Hartwig promised a full refund of all tuition ($2975) if I was unsatisfied with his "Success in Financial Services" course. After the first session I realized his course material duplicated training I'd already received. I requested a full refund. He argued and asked me to take all sessions first, and then decide. I did take all sessions, and confirmed my prior judgement. I requested my refund again. He argued again, and offered to pay $1500. I accepted. Since March 18 he has promised to send payment on numerous occasions (including in a letter sent to the Arizona Attorney General's office in regard to a complaint I filed with them). I am still awaiting my refund.
