Ripoff tricked and lied to us

I told the school officer about my stolen Mp3 player i was told that the parent of the other student was going to come and give the money to the officer and then going to give it to me, i dont know if the officer or any staff member in the school kept the money or the parent never gave the payment. Before all this happened i told the officer and nothing happened he just forgot, then i email his chief and then he got on the case but the case hasnt been settled and i havent gotten any news from him only. I reported this like on January something and still i havent got anything and the officer made me give the other student her stuff back but i didnt get anything in return, i dont know if this is fraud or lack of information and i dont know what to do or where to go, and i have all the paper wotk here with me just in case
